Report on Up- and Reskilling Policy Initiatives Supporting Pact for Skills

Up- and reskilling activities have emerged as a central focus for the European Union, underscored by the European Skills Agenda which highlights the importance of collaborative efforts among various stakeholders to enhance the effectiveness of skills investment through the Pact for Skills. This initiative aims to foster partnerships among stakeholders to implement targeted up- and reskilling actions, recognizing the shared responsibility and potential for impactful joint action in skills development.

The study “Pact for Skills: Analysing of up- and reskilling policy initiatives and identifying best practices” was conducted to scrutinize the mechanisms behind successful up- and reskilling policies, emphasizing the role of businesses, including SMEs, in these efforts. The study analyzed key success factors and identified best practices from 47 initiatives across 36 countries, providing a benchmark for excellence and offering policy recommendations at EU, national, and local levels to further support and enhance up- and reskilling programs.
