EU Public Procurement Revision
The European Commission is preparing a major revision of the EU public procurement directives, scheduled for 2026. This initiative follows President von der Leyen’s 2024–2029 political guidelines and aims to modernise and simplify procurement rules, while making public procurement a strategic tool for investment and competitiveness.

What is changing?

The revision will:

  • Enable preference for European products in public procurement, strengthening EU value chains and securing the supply of vital technologies, products and services.
  • modernise and simplify procurement rules, while making public procurement a tool for strategic investment.
  • Align procurement with EU strategic goals, including sustainability, innovation, and economic security.

Public authorities spend over €2.6 trillion annually on goods, services, and works—around 15% of EU GDP. This reform seeks to make that spending more efficient and strategic, creating opportunities for businesses across the Single Market.

Why should you engage?

  • Tenders are crucial for the design industry. They shape access to projects and influence competitiveness.
  • Governmental tenders matter most. Governments are among the largest spenders on design-related services, from urban planning to product development.
  • Tender rules directly impact design businesses. How procurement regulations are formulated determines whether design firms—especially SMEs—can participate easily and fairly.

The Commission’s consultation is open on the Have Your Say portal. By providing feedback, design organisations, designers and BEDA members can help ensure that the revised rules:

  1. Recognise design as a strategic sector.
  2. Support innovation and sustainability in procurement.
  3. Reduce complexity and barriers for SMEs.
