The NEB Facility - Roadmap and New Funding

The New European Bauhaus (NEB) Facility 2025-2027 is a European Union funding initiative aimed at transforming neighbourhoods into sustainable, inclusive, and aesthetically pleasing environments. It serves as a bridge between innovative ideas and practical implementation, fostering projects that embody the core NEB values of sustainability, aesthetics, and inclusion.

The primary goal of the NEB Facility is to revitalise communities by supporting projects that integrate sustainable practices with inclusive design, thereby enhancing the quality of life for residents.

In March 2025, the European Commission published the NEB Facility Roadmap, outlining its implementation from 2025 to 2027. Developed in collaboration with Member States and stakeholders, the roadmap details governance structures, budget requirements, potential synergies with other EU programmes, and key measures to be undertaken.

The next step is the launch of the NEB Facility calls, which will open for applications in 2025.

As a multi-annual funding tool from 2025 to 2027, the NEB Facility is anchored in the EU’s Research and Innovation programme Horizon Europe. It is financed through this programme as well as other EU programmes.

The NEB Facility supports projects from research and innovation to deployment under two components:

  • Research & Innovation (R&I) component: funding opportunities for projects to revitalise neighbourhoods through design for sustainability and inclusion.
Through its R&I component, the NEB Facility will focus on three major R&I themes.
1 – Connecting the green transformation, social inclusion, and local democracy
2 – Circular and regenerative approaches for the built environment
3 – Innovative funding and new business models for the built environment, with the goal of enhancing their transformative impact.
This part funds basic research, testing, and demonstration projects. It is supported by Horizon Europe with an estimated €120 million per year from 2025 to 2027.
  • Roll-out component: building on support from EU programmes beyond Horizon Europe to scale, deploy, and implement innovative solutions for the built environment and beyond, to enhance their transformative impact. The New European Bauhaus has already received funding from 9 EU programmes, resulting in nearly 500 projects being implemented on the ground.
It aims to mobilise a similar budget ambition as for the R&I component.
